The Mayor and City Council are elected at
large by the voters of Spirit Lake. They represent the
people in setting policy, approving the budget and taxes, and providing
direction to city administration. The Council has 5 members, elected
to staggered 4-year terms; the Mayor is elected every 2 years and is
the Chief Executive Officer of the City and the presiding officer of
the Council.
The Mayor does not vote but holds veto power over Council
actions. The Mayor hires the Police Chief and the Council
hires the City Administrator. The City Council meets twice monthly to
approve service contracts, consider ordinances, zoning changes, approve
the undertaking of projects, studies and other activities. City staff
provides reports to the Mayor/Council, citizens appear to address public
issues, and other business is conducted at the meetings. The public is
given an opportunity to speak at all regular City Council meetings.
