The City Administrator provides management and direction to City departments in carrying out the policy of the City Council and the City Code. The Administrator also provides assistance to the Council in its role of policy-making for the City of Spirit Lake. A major responsibility of the City Administrator is the development of a recommended budget for consideration by the Council, and the execution of the budget upon adoption.
The Administrator is also the City Clerk and City Treasurer. These roles encompass additional statutory duties for records management, preparation of the Council’s agenda and minutes, and management of financial functions. The Deputy City Clerk supports the functions performed by the City Clerk.

City Administrator Background
Mark Stevens has been
the Spirit Lake City Administrator since January
2007. He formerly worked for Polk County government
in Des Moines, Iowa for 31 years in various capacities,
including Assistant County Manager, General Services
Director, and Project Director for the development and
construction of the Iowa Events Center, a $217 million
project. Stevens has a strong background in management,
finance, and intergovernmental relations.
Mark has a
Bachelor of Science degree in Economics and Political
Science from Iowa State University and a Master of
Public Administration from Drake University. Other applied
education includes courses in Public Finance at Georgetown
University, and Strategic Planning at the Institute
of Public Affairs, Univ. of Minnesota. |
